PCSSD is committed to creating a systematic communication process between district office, our schools, our school board and our community. In compliance with state law, school districts are required to post specific information regarding their operations as part of Freedom of Information Act (FOIA) requirements. For the Pulaski County Special School District (PCSSD), such information is contained in documents listed in the website’s State Required Information. If the information an individual, organization or media outlet is seeking is not found in these or other documents posted on this website, other records, if available, may be requested by writing Jill Clark at email@example.com or via post at 925 East Dixon Road, Little Rock, Ark. 72206.
PCSSD makes every effort to comply with the letter and the spirit of the Freedom of Information (FOI) Act. Any citizen of Arkansas may ask to inspect or copy any public record in the District's custody or control. Some records maintained by the District are exempt from disclosure under state or federal law, in order to protect the privacy rights of students, teachers, and PCSSD employees. Student records are specifically protected by federal laws, including the Family Educational Rights and Privacy Act (FERPA). However, the vast majority of the District's records are open to inspection.
The PCSSD will respond to FOIA requests within three business days, as required by law. Details regarding the Arkansas Freedom of Information Act provisions may be found here.
- When the PCSSD receives a FOIA request, the District may issue a response in a written or electronic format and fees may be assessed. For copies, a fee of 15 cents per page may be charged. The PCSSD will advise the requestor of an estimate of the total number of pages and an approximate cost in advance of production. If the estimated fee exceeds $25, the requester may be required to pay in advance. There is no charge for personnel time related to searching, retrieving, reviewing or copying the records.
- If documents are mailed, mailing costs may be assessed.
- If PCSSD must summarize, compile or tailor electronic data in a particular manner or medium (this could include the technology used to redact or conceal faces on videotapes, for example) related to the FOIA, the District may charge for reproduction costs. Per law, those costs will be for personnel time exceeding two hours calculated using the hourly pay of the lowest paid employee or contractor who, in the discretion of the District, has the necessary skill and training to respond to the request. An itemized estimate of those charges will be provided in advance of production.
The PCSSD will respond to FOIA requests within 72 hours, as required by law. If more time is needed, the requestor will be contacted and asked to consider an extension. Details regarding the Arkansas Freedom of Information Act provisions may be found here.
